Michelle L Berdeaux, RPA, RTA, CTA, CCA

Michelle L Berdeuax has been a Property Tax Professional for 23 years. She started her career with the Comal Appraisal District in 1997 and became the Chief Appraiser of the Atascosa Central Appraisal District in 2007. She is a Registered Professional Appraiser, Registered Tax Assessor/Collector, Certified Tax Administrator and a Certified Chief Appraiser. She has also obtained a Certificate in Management Development from the Governor’s Center for Management Development. Michelle became a Certified Instructor in 2012 and enjoys teaching and sharing her career experiences with the new upcoming professionals of the Property Tax Profession. Her professional affiliations include memberships with the Texas Association of Assessing Officers, Texas Association of Appraisal Districts, Texas Rural Chief Appraisers and the International Association of Assessing Officers. She currently serves on several Boards and Committees within these associations. She is the Past Steering Committee Chairperson of the Texas Rural Chief Appraisers Association (2019) and the current Vice President of the Texas Association of Assessing Officers. In her spare time, Michelle and her husband love to travel to new places, fish, site see and spend time with their 4 sons.

Janet Jennings-Doyle, RPA, RTA, CTA

Currently, Janet is employed at Harris County Appraisal District, Houston, Texas she holds the position as the Senior Director of Information and Assistance where she is part of a dynamic executive team and oversees 121 employees. Prior to her current position, she served as the Interim Chief Appraiser and Assistant Chief Appraiser at Bee County Appraisal District, in Beeville, Texas. Her determination, and motivation to teach others, and learn the industry in its entirety; influenced her to work for Pritchard and Abbott, Inc. where she joined the team of the most complex appraising of Oil and Gas and Industrial properties. After 10yrs, within the Property Tax Industry, she connected with Linebarger Goggan Blair and Sampson working in the Cypress Fairbanks Tax Office in Harris County which is the 4th largest school district in the state of Texas. She worked as the Tax Support Coordinator serving as a liaison between TAC and taxpayers, responsible for training all employees and writing property tax procedures.

 

Janet has 22 years’ experience in property tax industry and oil and gas appraising. She is creative, enthusiastic, energetic and enjoys speaking at seminars and conferences within the Texas Property Tax System. She also enjoys being a TDLR Certified Course Instructor (TAAO & TAAD) and spends a great deal of time serving on various outside committees including TAAO and ICTA. She was elected to the ICTA Board of Directors in 2017.

Her quality time is spent being the owner and founder of Young Women of Grace a non-profit organization that revive, reshape and redesign the lives of under privilege young women to become model and productive citizens within their communities. Janet has 3 fabulous children, 1 Super Duper granddaughter,1 Awesome Grandson and 1 God child. 

 

Ms. Jennings-Doyle received the 2018 Marilynn Albert Award, TAAO’s CTA Nominee of the Year in 2014 & 2015, Gulf Coast Chapter CTA of the Year 2014 & 2015, TAAO Up and Coming Award in 2015, Mentor of the Year with Gulf Coast Chapter in 2013, Walter Stoneham Scholarship and Barbara Wheeler Scholarship. 

 

Her professional affiliations include membership in TAAO Board of Directors, Texas Association of Appraisal Districts,  Texas Rural Chief Appraisers, Beeville Rotary Club, Victoria Professional Network, ICTA Secretary- Treasurer, Region 6 Director, Past President of Gulf Coast Chapter, Member of the 2018-2019 Legislative Committee for Texas Rural Chief Appraisers, Certified course instructor for TAAO (101, 102, ETHICS & TNT), Created TAAO’s Up and Coming Award and  TAAO & ICTA Conference Chair 2016 to 2019.

Randy Armstrong, CPA, PC

Randy Armstrong has been employed by the Tarrant Appraisal District in Fort Worth since 1981 and currently serves as Director of Residential Appraisal. He has held the designation of CTA (Certified Tax Administrator) since 1981, and earned his RPA (Registered Professional Appraiser) designation in 1982. Randy holds a Bachelor of Arts & Sciences degree in Business from Tarleton State University and is a 2012 graduate of TAAD Chief Appraiser Institute.

Randy Riggs, CPA, PCC

Randy has served TAAO on the board as the Region 9 representative, as the chairman of the bylaws committee, and currently serves as the chairman of the Audit committee.  He has also served as president of the Central Texas Chapter.  Randy is currently the Tax Assessor-Collector for McLennan County.  A graduate of Baylor University with a BBA majoring in accounting, Randy is a Certified Public Accountant serving on numerous boards and commissions locally and nationally.  He is on the boards of the Tax Assessor-Collectors Association, the Texas Association of Counties, the Texas School Assessors Association, and the Texas Association of Regional Councils formerly serving as president.  In January, Randy was appointed to the Property Tax Administration Advisory Board by Comptroller Glenn Hegar.  Before being elected as Tax Assessor-Collector, Randy served on the Waco City Council.  As a councilmember, he served on the Texas Municipal League board, the Governmental Accounting Standards Board Advisory Council, and as the chairman of the Finance committee for the National League of Cities.  A fun fact about Randy is that he is a trumpet player and is a charter member of the Waco Jazz Orchestra.  He is married and has four daughters, two sons-in-law, and three grandsons.

Melissa Fernandez, RPA

Melissa Fernandez began her appraisal career 21 years ago when she joined the staff of the El Paso Central Appraisal District, El Paso, Texas.  Her career journey literally began from the ground up.  She worked as a clerk in the Central Records department, progressed to become a Residential Land clerk, and then a Records Specialist in land sales.  While working as a Residential Appraiser, Melissa realized her goal to achieve the designation of Registered Professional Appraiser (2010). Presently, she holds the title of Senior Appraiser in the Commercial Department. 

Melissa remembers one of her first TAAO experiences -- of pushing-around an ice cream cart at an airshow along with other chapter volunteers.  Great sunburnt memories of joining-up with TAAO! Melissa has been involved with the Far West Texas chapter since 2000; she served on the fundraising and nomination committees; and led as the Chapter’s President in 2013.  In addition to performing as Region 10 director from 2014 – 2018, Melissa has served at the state level on the golf committee, the Walter Stoneham committee (which she is currently chairing for the 2020 conference year); the Marilyn Albert and Up-and-Coming committees.  If and wherever necessary, Melissa is always willing to push-around ice cream carts, blow-up balloons, work the registration table or help where help is needed! 

Melissa is a native El Pasoan and is Texas proud.  She holds a Bachelor’s degree in Human Services and is overjoyed with her daughter, Mia who is a senior at the University of Texas at El Paso.  Melissa is an avid reader of mysteries and thrillers, is super enthusiastic about 80’s alternative music and loves traveling to music concerts with her daughter.         

Richard Miller, RPA, RTA, CTA, CSTA 

Richard is the Chief Appraiser and Tax Assessor/Collector for Goliad ISD, enjoying the past ten years serving the property owners of his communities. Prior to discovering the property tax field, he worked in Marketing Research as an Executive Director with a Fortune 500 Company. Richard has been involved at the local level serving as both Vice president and then President for two terms in his local chapter.  He was influential in changing the focus of the group to expand the membership base and presence of the organization in the community. After serving 2 terms as President of the Coastal Bend Chapter of TAAO, Richard was then nominated and elected as the Region 5 Director, a role he served in until August of 2017. In addition, Richard won the Up & Coming Award at the state TAAO Conference in 2014 and is a Walter Stoneham Scholarship Recipient. He has served on committees as well as Chair of the Fundraising committee for three years and now Chair of the Building Committee.

In his personal time, Richard is involved with many community and youth organizations, where he can often be found coaching and mentoring young ballplayers.  Richard also is an active member of the Rotary Club of Goliad, serving as President and as Vice President of the Chamber of Commerce.  He believes that involvement is the key to success in any organization and strives to continue to be a presence for progress both locally and state-wide for years to come. When not participating in the community, Richard loves to spend time with his wife and 3 children on their ranch or camping and fishing.

Stephanie Mata, RPA, RTA, CTA

Stephanie Mata is the Supervisor for the Comptroller’s Property Tax Assistance Division’s Information and Customer Service Team. She has been with the Comptroller’s office for over 14 years and started in the property tax field as a project manager for the Appraisal Standards Reviews. She was involved with the Methods and Assistance Program from its inception and is now involved with the Statewide Binding Arbitration Program, training Appraisal Review Board Members, and general outreach and support. Stephanie’s team is responsible for updating all Comptroller forms, publications, and web pages for legislative changes. Stephanie holds the designations of Registered Professional Appraiser, Registered Tax Assessor-Collector, and Certified Tax Administrator.

Stephanie received her Bachelor of Business Administration in Finance and her Master of Business Administration degrees from Texas State University. She has been married to her husband Mario for over 13 years and has an 11-year-old daughter named Caroline and 7-year-old son named Max.

Brett McKibben, CTA

Brett McKibben was fortunate for his 35 year appraisal career to begin by working for his parent’s appraisal company, which gave him an opportunity to work in over 50 various counties throughout Texas back in the 1980’s. He later was employed by the Gregg County Appraisal District in the capacity of an appraiser, the residential supervisor, as well as the commercial supervisor. In addition, Brett has served as the chief appraiser of Coryell County and Howard County. Brett has been serving as the chief appraiser of Brown County for the past 9 years located in the beautiful city of Brownwood.

Brett has served on many TAAO Committees, other professional committees, he has spoken at several seminars and also serves his community locally.

Brett attended Odessa College on a basketball and track scholarship and East Texas State. He has achieved the Registered Professional Appraiser (RPA), Registered Texas Assessor/Collector (RTA), and the Certified Tax Administrator (CTA) state designation and is a past participant in the Chief Appraiser Institute.
